While the SMP is an ongoing program (indefinite time horizon), the initial 2002 SMP Manual and Final EIR used a 20-year planning horizon to forecast SMP activities and consider potential environmental effects. The current Program update (including the revised SMP manual and this Draft SEIR) is intended to cover the 10 year planning period beginning in 2012 through 2022. These updated Program documents are intended to fully replace the original documents that guided the SMP from its inception in 2002 through 2012. District has prepared this Draft SEIR to provide the public, responsible agencies, and trustee agencies with information about the potential environmental effects associated with the adoption and implementation of the updated SMP for the 2012-2022 period.
