Document Description
The CDFG has issude an Agreement Regarding Proposed Stream Alteration (SAA #5-046-00) ("agreement") to Orange County Water District ("applicant") in conjunction with the applicant's proposal to of a 42-inch diameter turnout pipe, a rip-rap splash pad, slope protection at the creek bank, and a small instrument shelter (5x5x8; 7x7-foot concrete pad). The pipeline turnout would divert up to 15 cubic feet per second of water from the existing Santiago Pipeline into Santiago Creek for groundwater recharge. A flap gate would be installed on the outfall structure. The water would run along the Santiago Creek to approximately Tustin Avenue (approximately 2 miles) before all water would have percolated into the ground. The ungrouted rip-rap splash pad would be placed at the bottom of Santiago Creek in an area of approximately 500-square feet. The construction area needed for the installation of the rip-rap extends approximately 35-feet north and south of the rip-rap structure and approximately 12-feet west of the centerline of the creek. The project will impact 0.12 acre of stream, woth less than 0.01 acre of riparian species: 0.02 acre of permanent impact to stream and 0.10 acre of temporary impact to stream. Mitigation measures include planting 0.12 acre of mulefat saplings on-site.
