Reasons for Exemption
The Legislature has found and declared that the Pierce's Disease and its vectors present a clear and present danger to the state's grape industry, other agricultural commodities and plant life, and has therefore enacted urgency legislation mandating immediate action to minimize the destructive impact of Pierce's Disease and its vectors at the earliest possible time. Adoption of these regulations is an action necessary to carry out the Legislature's purpose and to mitigate the effects of this emergency presented by the ongoing and accelerate detection of the Glassy-Winged Sharpshooter. The Legislation is not subject to CEQA.
