Document Description
Specific Plan No. 144, Substantial Conformance No. 1 proposes design changes which would eliminate the segment of Village Meadow Drive between Sky Ridge Drive and Blossom Time Place, designate a 13.4-acre school site, redesign residential lots and streets, and reduce park acreage in the area of Tentative Tract Map No. 28816 easterly of the segment of Village Meadow Drive proposed for deletion. The segment of Village Meadow Drive being deleted would have traversed a major drainage which supports a highly diverse set of riparian ecosystems providing habitat for the California Gnatcatcher and Least Bell's Vireo, both of which are federally endangered species. Open space within the tract map would increase from 225.9 acres to 237.3 acres. The elimination of this crossing would allow for a unified corridor and reduce "edge" conditions, providing improved protection of biological resources. The deletion of this roadway was recommended by the U.S. Army Corps of Engineers in consultation with the U.S. Fish and Wildlife Service.
Change of Zone No. 6503 proposes to change the zoning of two separate locations within Specific Plan 144 (Lake Hills) in order to allow for the relocation of the planned school site and the development of additional residential lots in the eastern portion of the revised tract map. Approximately 14 acres would be rezoned from R-5 (Open Area Combining Zone-Residential Developments) to R-4 (Planned Residential) and approximately 7 acres from R-5 & R-1 (One-family Dwellings) to R-4. Tentative Tract No. 28816, Revised No. 1 proposes to divide 370 acres into 321 single-family residential lots, 1 park site lot for 3.4 acres, and 11 open space lots. In the event that the school site is utilized by the Alvord Unified School District, the number of single-family lots would be reduced to 277.
