Wm. Bolthouse Farms Incorporated (hereafter Discharger) owns and operates a carrot processing plant, located off Highway 58 approximately seven miles east of the City of Bakersfield in Kern County. Waste Discharge Requirements (WDRs) Order No. 96-011 currently regulates the facility and limits discharge flow to 1 million gallons per day (mgd) to 1487 acres of farmland (hereafter designated disposal area) owned by the Discharger. The Discharger proposes to increase the wastewater discharge to 8 mgd from its Bakersfield Carrot Processing Plant (hereafter facility).
