The Appliacant is requesting a water right permit to divert up to 81 acre-feet of unappropriated water per annum, to be used for irrigation of 67 acres of commercially grown potted plants. The water will be diverted during the period of November 1 of each year to May 1 of the succeeding year and collected to storage in four water storage ponds, three of which have already been built. The water diverted will consists of rainfall collected from the roofs of existing greenhouses and from surface runoff draining into 3 unnamed seasonal streams which originate on the property. Water stored in the four water storage ponds will be withdrawn as needed and conveyed by a system of small pumps and pvc pipes for drip/sprinkler irrigation of the potted plants in both the greenhouses and the outdoor nursery. Irrigation return water will be collected in the special water recycling ponds and periodically blended with fresh water from the water storage ponds for reapplication to the potted plants.
