Document Description
The Operator/Applicant proposes to alter the streambed of the Otay River for the purposes of installing rip-rap of AJAX (pre-formed interlocking concrete control structures) to protect an existing 4-inch natural gas-pipeline housed within a 8-inch casing from past erosion and probable eventual wash-out. The existing pipeline is located near the westerly edge of a concrete pad associated with the Hollister Street b0x-culverts. The Operator proposes to excavate a 15 foot by 15 foot area to depth of 3 feet for the purpose of installing the above mentioned erosion control materials. Rip-rap or Ajax will be off-loaded into the streambed by a bucket truck that will be stationed on Hollister Street. After the rip-rap of AJAX is installed, the work area shall be returned to, as near as possible, its original contours and elevations, by backfilling the area with the excavated soils.

Reasons for Exemption
The project is a minor alteration to the strembed (225 sq. ft.) for the purpose of repairing erosional damage and preventing additional erosion over an existing natural gas pipeline. The streambed will be returned to it pre-erosional contours, and the project does not require the removal or damage to any trees.
