Comprehensive General Plan Amendment No. 517 would amend the Riverside County Comprehensive General Plan's Open Space and Conservation Map designations on the property from "Mountainous Areas" and "Areas Not Designated As Open Space" to "Adopted Specific Plan", to amend the Southwst Area Community Plan Land Use Allocation Map designation on the subject site from "Residential with 2 1/2 Acre Minimum Lot Size", "Hillside-5 Acre Minimum Lots Size", and "Mountainous Areas-10 Acre Minimum Lot Size" to "Specific Plan No. 320", and to amend the text of the Comprehensive General Plan's Land Use Element to reflect the Specific Plan.

Specific Plan No. 320 is a proposal consisting of 985.2 total acres. Within the specific plan of land use proposal, 500.0 acres are proposed to be designated as residential with the following densities: 29.6 acres of 1/2 acre lots with a maximum of 44 dwelling units, 76.1 acres of 8,000 square foot lots with a maximum of 228 dwelling units, 137.8 acres of 7,200 square foot lots for a maximum of 469 dwelling units, 131.3 acres of 6,000 square foot lots fora maximum of 525 dwelling units, and 125.2 acres of 5,000 square foot lots with a maximum of 613 dwelling units, for a total of 1,879 dwelling units. In addition, the specific plan also includes the following proposed designations: 15.6 acres of Commercial uses; 10.2 acres for a school site; 15.4 acres for a park site; 45.8 acres for a linear park site, 363.7 acres of Open Space; and 34.5 acres devoted to a major road rights-of-way.
