Document Description
The new outfall would consist of approximately 130 feet of 24-inch pipeline to replace a portion of the existing outfall line that presently discharges treated effluent into Basalt Pond (an old mining pit next to the Russian River). The City is under a Cease and Desist Order from the Regional Water Quality Control Board to get out of the Basalt Pond. The City has determined that the adjacent Pond V would be a suitable outfall location. A new pipe would connect to the existing outfall at the southwest corner of the wastewater treatment plant, then run south to an outlet structure in the new pond. The outfall structure would be located away from shallow water habitat areas designated in the Mining and Reclamation Plan for the Phase V Pond. The outlet structure would consist of an approximate 4 foot by 4 foot vertical headwall, with a small amount of rock or concrete rip-rap to prevent localized erosion. This outlet would be the only above-ground portion of the project, and would be submerged under most conditions.
