Request for a determination that the project is within the scope of the previously certified Bressi Ranch Master Plan Final Program EIR (EIR 98-04) and that the Program EIR adequately describes the activity for the purposes of CEQA; and a request for a Minor Master Plan Amendment to amend the Community Facility use requirements in Planning Areas 13 and 15 of the Bressi Ranch Master Plan; and a request for approval of a Conditional Use Permit to allow the development and operation of a private school utilizing mobile buildings, located within Planning Area 13 of the Bressi Ranch Master Plan. The project site is generally located north of Greenhaven Drive, south of Bressi Ranch Way, east of Open Space Area3 and west of El Fuerte Street within Planning Area 13 of the Bressi Ranch Master Plan in Local Facilities Management Zone 17.
