Document Description
The project road extension is comprised of three segments:
A.) The first segment, the Eastern Link, would connect the intersection of The Midway, Park and East Park Avenue with Otterson Drive. There are two proposed alignments for this segment.
l) The Eastern-Creek Crossing alignment would span Comanche Creek at a diagonak about one hundred feet west of the Park/East Park/Midway intersection. From there it, would continue south of the creek and then veer into an undeveloped portion of the PG&E property. In this alignment, the bridge would have one pier in the creek.
ii) The Mid-Creek Crossing Alignment would remain on the north side of the creek for approximately 720 feet. This alignment would cross the creek to the west of Valine Road with a clear-span bridge. Both of these alignments would continue to Otterson Drive.
b) The second segment, the Western Link, would run from Otterson Drive west to Estes Road. This segment would be built when and if the Diamond Match site is redeveloped.
c) An optional third segment, the Northern Link, would span Comanche Creek to connect Otterson Drive to Ivy Street. Inclusion of this segment in the project would depend on a policy decision by the City, as well as the results of this environmental review.
2.) To facilitate the road extension, the project would also include the following elements:
a) Changes to the General Plan to:
Amend the Land Use Element Map to resignate the roadway area along the approved road alignment.
b) Acquisition of rights-of-way to accommodate road construction.
C) Annexation of those portions of the rights-of-way and other property(ies) acquired to facilities road construction on land currently outside of the City limits.
3. The project also includes:
a) Sufficient width for striped bicycle lanes (connecting to Class I path at Park-East Park intersection).
b) Street Lighting.
c) Pedestrian access along sidewalks separated by parkway or "parallel" trail system.
