Document Description
The applicant is requesting an environmental determination for a General Plan Amendment; Specific Plan Amendment; and, Rezone application to change the General Plan; Highland Reserve North Specific Plan (HRNSP) land use designations; and Zoning of multiple large lot properties within the boundaries of the HRNSP. The amendments are primarily for the purpose of ensuring that the land use and zoning designations of the affected properties are consistent with the planned adjustments to the parcel boundaries resulting from a proposed Final Map Amendment. As a result of the proposed shifting, The number of approved single family residential units within the HRNSP will be lowered from 1330 units to 1120 units, while the number of multi-family residential units will be increased from 470 to 650. A Development Agreement Amendment is also being proposed for the purpose of accurately reflecting the new residential unit allocation, the modified parcel acreage, a revised affordable housing program, and updated open space and infrastructure maintenance obligations.
