The ADP consists of the following project components: terminal expansion (addition of 12 gates and other terminal support facilities), landside access projects (including new or expanded road improvements from I-880 to and across Oakland Airport to connect with Harbor Bay Parkway), airline and airfield support (including airline maintenance facility expansion), air cargo relocation and facility development and airfield improvements. In 1997 and 1999, the Board of Port Commissioners certified an environmental impact report and supplement to the environmental impact report (collectively "the EIR") for the Airport Development Program (ADP). At the same time, the Board approved a Mitigation Monitoring and Reporting Program (MMRP). Both the EIR and the MMRP identified a mitigation measure to mitigate for the traffic impacts at the Doolittle Drive/Langley Street intersection.
