Amend the Modesto Urban Area General Plan to encourage the development of Dual-Use Storm Drainage/Parks Facilities and adopt a Design Standards manual that would guide their development, operation and maintenance. Staff proposes that language be revised in the General Plan Community Facilities chapter, Storm Water and Open Space and Parks sections, to encourage the development of co-located parks/stormwater facilities whenever feasible, as well as to require their development, and calculate parks credit, pursuant to a design standards manual.
