Document Description
The applicant proposes to continue the river bottom skimming operation and mine upland terrace deposits in the northern west portion of the site to the point where finish elevations within that area essentially match elevations within the river channel. This area would be protected from river flows by the existing levee (proposed to be reinforced) but standing water would exist where weather conditions cause ponding or rising ground water. The proposed end use for portions of the site north of the levee and west of the industrial/processing facilities would be open space and wildlife habitat. The proposed revegetation plan is intended to be consistent with this proposed end use and consists of a mixture of native plant materials including native grasses, small and large native scrub species and native trees such as Oaks, Toyons, Poplars and Willows. Hard bank protection is proposed as part of the Reclamation Plan to reinforce the levee on the north side of the main river channel, where breaching has occured in the past. The hard banking would be the placement of boulders which would be keyed into the ground but which would not be grouted. Willows are proposed to be planted at the toe of the levee slope to assist in bank stabilization, enhance wildlife value and soften the appearance of the rocks. It is estimated that final grades would be reached, and therefore mining activities would be terminated, by December 31, 2015. This estimated termination date may be early or late, however, depending on market demand, water levels and, to a lesser extent, redeposition within the river channel.
