The Authority proposes to construct Seg. 3 of the Bypass to relocate existing SR4 as a regional route outside of urbanized areas of Brentwood. A limited-access Bypass with improved east-west connections to SR4 would improve regional circulation through east Contra Costa County and provide a more balanced distribution of current and future traffic.
