Document Description
The project is a Specific Plan that proposes to permit the construction of 156 single family detached dwelling units on one acre minimum lots. This residential development is located on a series of raised ridges north of the City of Escondido and east of Interstate 15 in the North County Metropolitan Planning Area of north central San Diego County. The houses, pads, and associated roads are distributed along the tops of ridges. The lots are clustered, leaving 563 acres of the 694-acre site for ongoing use as an avocado orchard (173 acres) and as dedicated biological open space (236.7 acres). The avocado orchard will be maintained in a series of agricultural lots that will be professionally maintained. The subdivision will be served by 4.1 miles of private roads, with the main gated entry located at Mountain Meadow Road. Grading will include a total of 600,000 cubic yards of cut and fill, with maximum cut and fill slopes of 35 and 45 feet respectively. Potential visual impacts will be mitigated through implementation of a landscape plan. The project will be built in a series of seven phases. Sewer and water services will be provided by the Valley Center Municipal Water District. Fire protection will be provided by the Deer Springs Fire Protection District.
