Reasons for Exemption
this Site Design and Review permit is exempt from the California Environmental Quality Act (CEQA) under CEQA Guidelines 15331 for the following reasons:
1. Under CEQA Guidelines Section 15331 , this project includes a complete restoration and reconstruction of an existing building located within the Downtown Historic District of San Juan Bautista. This project falls under Class 31 of CEQA that categorically exempts projects "limited to maintenance, repair, stabilization, rehabilitation, restoration , preservation, conservation, or reconstruction of historical resources in a manner consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties with Guidelines for Preserving Rehabilitating, Restoring, and Reconstructing Historic Buildings." The proposed project includes the restoration and rehabilitation of the exterior (front and sides) of the buildings, which is the identified historical portion of the structure.
2. Any potential indirect secondary impacts of the proposed Site and Design Review on the physical environment are speculative and are not reasonably foreseeable, and are, therefore, not subject to review under CEQA.
3. There is no substantiated opinion or reasonable argument to determine that the Site and Design Review will cause impacts that are subject to review under CEQA.
4. There are no unusual circumstances that would necessitate CEQA review.
