Document Description
Minor modification to the Voluntary California Quality Light-Emitting Diode (LED) Lamp Specification to align the LED lamp lifetime reporting requirements in the voluntary specification with the LED lamp lifetime reporting requirements in the CA Appliance Efficiency Regulations. This modification does not impact the environment b/c there are no expected changes to the total number of LED lamps sold or the number or types of products that would qualify to meet the specification, to projected energy consumption or savings from LED lamps, or to material usage or waste for LED lamps.
The modification to the specification aligns the specification and the mandotory appliance efficiency standards, benefitting manfuacturers, consumers, and businesses by ensuring consistent implementation of the specification and the mandatory standards.

Reasons for Exemption
The modification to the Voluntary CA Quality LED Lamp specification version 3.1 only changes a reporting requirement. It will not change the total number of LED lamps sold, the projected energy consumption or savings from LED lamps or the numer or types of products that would qualify to meet the specification, or to material usage or waste for LED lamps. There is no possibility that the modification to this voluntary specification would have a significant effect on the environment or result in a physical change to the environment. Accordingly, this modification is not subject to CEQA b/c of the common sense exemption under section 15061b3 of title 14 of code of regulations.
