Document Description
The purpose of this agreement is to fund the design, construction and operation of skid mounted mobile pilot/education units for source separated organics/biosolids processing with cogeneration capabilities. This project will use innovative technology to construct, demonstrate, and pretreat organic wastes prior to anaerobic digestion at a wastewater treatment facility to enhance operational efficiencies and increase biogas production. The pretreatment technology will be constructed as skid-mounted mobile units for processing source-separated organic wastes and biosolids and will have cogeneration capabilities thereby further increasing the energy generation from the wastewater treatment system.

Reasons for Exemption
The construction and location of limited numbers of new, small facilities or structures. The physical construction of the units allows for them to be mobile by means of either skid-mounting and/or sized for a standard trailer truck. By using mobile collections are required to the host facility. A mobile unit is easily transported by over-the-road equipment and does not require any land improvements for the term of its use. The description of modular allows for multiple units to be used w/o requiring land improvements or a physical change to the host facility infrastructure. In the event the activity ceases and/or the unit requires relocation, this is easily accomplished by transport off-site to a new location.
