Document Description
SWRCB will be issuing a water supply permit. Liberty Utilities will construct a 1500 gpm well to replace three wells with combined capacity of 1620 gpm. Well 23E produces about 700 gpm, Well 28C produces about 400 gpm and Well 29H produces about 520 gpm. All three wells are located in a single aquifer within the same water system and serve the same customers. The three existing old wells surround the new well and range from 1/2 mi to 2.4 mi away. Well 23E is about 1.8 mi west of the new well, Well 28C is about 0.5 mi north, and Well 29H is about 2.4 mi east of the new well. The wells are all located on Liberty Utilities property and are considered part of a larger site. The proposed well will have an approximate depth of 1000 ft below ground surface. A 50 ft by 20 ft building (or smaller) will be constructed over the well site to house the well, pump and motor, and a chlorination and fluoridation chemical injection treatment system. The project will provide for the construction and operation of these facilities. Project excavation work involves drilling of the groundwater well, clearing for the foundation, and laying of a new 8-in diameter distribution pipeline of approx 50 lf that will connect to the existing water system. Areas affected by project construction will be restored to existing grade. Well locations 23E, 28C and 29H will be properly decommissioned.

Reasons for Exemption
Construction and operation of replacement well 28D consists of the minor alteration and permitting of existing public utility service facilities involving no expansion of use and resulting in structures of less than 2500 sf. The well replacement includes reconstruction of existing utility systems involving no expansion in capacity where the new structure will be located within the same site as the structure replaced and will have substantially the same purpose and capacity as the structure being replaced. Construction and installation of the pipeline and housing for the chlorination and fluoridation treatment system qualify as small new equipment and facilities in small structures, and the pipeline is a utility extension to serve such construction. Pursuant to CDFW Code, section 711.4(d)(1), the CDFW environmental review filing fees do not apply.
