Document Description
The Draft EIR evaluates the potential significant environmental impacts that may result from adoption of the Leal Master Plan, a long-range planning document that identifies the general parameters for future development of the project site, an approximately 160-acre landholding that includes one of the city's last operating dairies. The Leal Master Plan envisions future development of the project site as they city's town center, anchored by a "lifestyle" retail center as described in the Master Plan and also including a mix of complementary office, civic, hotel, residential, and recreation and entertainment uses. The proposed Master Plan identifies the specific parameters for the design and quality of overall future development of the project site, establishes permitted and conditionally permitted uses, and defines a staged development review process allowing for the future development of commercial, office, hotel, civic, and residential uses on land that is currently designated in the General Plan for residential and business park uses. The specific mix of land uses that will be developed on the project site will be fully defined in Stages 2 and 3 of the Staged Development Process. The City has determined that the Leal Master Plan will require preparation of an EIR to address the potential environmental impacts resulting from the project. As a result, the City has not prepared an Initial Study as permitted in Section 15060(d) of the CEQA Guidelines.
