The project is known as the Countywide Water Conservation Program. The program is intended to reduce further decline of impaired groundwater basins in the County. The program is also intended to require countywide water conservation provisions. Specifically, the program includes a water neutral development component and a water conservation component. The water neutral development component requires all new development to offset new water demand at a 1:1 ratio. This applies to properties that overly the Paso Robles Ground Water Basin and areas within the Nipomo Mesa Water Conservation Area. In addition, agricultural uses that overly the Paso Robles Groundwater Basins must offset water demand at a 1:1 ratio for any new or expanded crop production. The Countywide water conservation component requires several specific measures to implement water conservation.
