Document Description
Due to increasing passenger demands along the Altamont Commuter Express (ACE) passenger commuter line as a result of an increase in commuters on Interstate I-205, I-580, and I-680, the San Joaquin Regional Rail Commission (SJRRC) is proposing to purchase a property adjoining the existing Lathrop/Manteca ACE station, located in the City of Lathrop, to expand the parking lot and extend the rail platform. The Lathrop/Manteca rail station is the second most used station on the ACE system. The existing parking facility is currently at 110 percent capacity. Therefore, expansion of the existing parking lot will provide for additional existing and future capacity needs. The additional platform length will increase the safety of the passengers waiting to board the train as ridership grows. Upgrades to the existing station will increase the 350 space parking lot by approximately 165 spaces. Approximately 60,984 additional square feet will be paved. Extension of the existing 600 foot long rail platform by 200 feet will increase operational capacity from the current six cars to eight cars. The site of the proposed expansion is an approximately 1.4 acre property north of the existing parking lot. The proposed expansion site is currently owned by Kearney Ventures, LLC. The proposed expansion site contains a storm water detension basindesigned to collect storm water rain runoff from the adjoining Kearney Ventures industrial park complex. Kearney Ventures will reloacte the detention basin to just north of the existing location prior to acquisition of the property by SJRRC. However, SJRRC wil be responsible for the rerouting of the existing storm drains to the new storm water detention basin. Lighting and landscaping similar to the existing parking lot and station features will be installed. Staging will occur on site and construction is expected to last three months. Operations and maintenance activities will include typical p[arking lot maintenance activities.
