Document Description
A Coastal Development Permit and Conditional Use Permit for improvements within the existing L-P pulp mill facility. The project is a "Bleaching Modernization Project" involving the following upgrades: 1) addition of a second stage oxygen delignification reactor 50 feet in height and 8 feet in diameter; 2) addition of two additional pulp washers similar in size and dimension to the existing pulp washers; 3) addition of a pressurized hydrogen peroxide stage either through retrofit of an existing bleach tower or addition of a new tank 10 to 12 feet in diameter and 30 to 40 feet in height; and 4) replacement of the pulp cleaning system with new machinery of a more modern design all to be located within the existing pulp machine building. The project will not result in an increase in the permitted capacity of the mill, and all improvements will be located within areas already developed with industrial uses.
