Acquisiton of property by eminent domain, in order to facilitate (1) the remediation of "releases" of "hazardous materials" at the project location pursuant to a Remedial Action Plan to be approved by the Emeryville Redevelopment Agency and the California Environmental Protection Agency, Department of Toxic Substances Control, to accommodate reuse of the project location by a reasonably forseeable range of future land uses, and (2) redevelopment of the project location in accordance with the 1976 Emeryville Redevelopment Plan and the South Bayfront Design Guidelines.
